Awards and Recognition

     In 1989, the PLF decided to encourage and recognize the exceptional and outstanding work of BLM employees through a nomination process by their supervisors and peers. An annual Professional Manager Award was established. This was followed by an annual Posthumous Distinguished Honor Award in 1993 and a Professional Technician Award in 1995. In 2000, the Posthumous Distinguished Honor Award criteria was expanded to allow consideration of living retired BLM employees, and the name of the award was changed to Outstanding Lifetime Service Award. Special awards are granted for exceptional displays of performance.

BLM 50th Anniversary Decadal Awards (made in 1996)

1945-55 J. Russell Penny  [CA]
Russ's experience as a district manager with the Grazing Service helped smooth the transition from the GS to the BLM in 1945.  He was a pioneer in the management of the California Desert and in creating the BLM Ranger Force.
  1956-65 Edgar I. Rowland [NV]
Ed's quiet courage is legendary.  As a State Director, he left impressions on the Colorado River, outlying areas of Phoenix, Glen Canyon Dam, Pryor Mountains, the Black Canyon of the Gunnison, and in oil shale development.
1966-75 Jim Beirne  [WO]
As BLM's Assistant Director for Admin and chief budget officer, he was held in the highest esteem by Department and Congressional Committees for his honesty and integrity.  Jim was always able to turn a problem into an opportunity.
  1966-75 Irving Senzel  [WO]
Irv's knowledge of law and management enabled him to be a dynamic force in the development of FLPMA and implementation of the Bureau's Land and Mineral School in Phoenix, which is the BLM National Training Center today.
1976-85 Ed Hastey  [CA]
Ed's contribution has been across all levels of the Bureau as a no-nonsense leader.  As BLM's chief budget officer, California State Director, and BLM's Associate Director, he has left a legacy of professionalism for the land and its resources.

Dean's career has been one of commitment and protection.  His farsightedness enabled him to establish BLM's wilderness system in Arizona and to acquire prime habitat, riparian, and archaeological areas through land exchanges.
