Landscape Stewardship
Certificate of Appreciation for 2008
THE
PUBLIC LANDS FOUNDATION presents D. J. Palmer with a Landscape Stewardship
Certificate of Appreciation and Citation. The Foundation grants
this recognition to honor private citizens and organizations who
work to advance and sustain community-based stewardship on
landscapes that include, in whole or in part, public lands
administered by the Bureau of Land Management (BLM). Candidates for
the award include any private citizen or citizen group of the United
States who, over the past 1-5 years, has demonstrated sustained
outstanding leadership, vision, and purpose in contributing
to BLM’s efforts and in motivating other citizens and institutions
to work together to more effectively manage whole landscapes,
including watersheds, planning or management units, and other land
systems upon which people share a common interest.
In her nomination of D. J. Palmer,
Rachel Tueller, Public Affairs Officer
for BLM’s Cedar City office, detailed the
contribution D. J. Palmer made.
D.J. Palmer spearheaded a highly efficient, effective and
significant cleanup effort on public
lands in Beaver County, Utah. To earn his Boy
Scout Eagle Scout badge, Palmer sought an effort that would
strengthen bonds between community members and civic groups while
furthering education an on public lands. Palmer noticed a problem
was growing with inappropriate dumping on public lands adjacent to
the county’s dump site and wanted to do something about it. He knew
this effort would not be a simple cleanup project, as the waste
items included large, heavy objects such as tattered machinery,
unwanted appliances as well as old, dilapidated cars. Palmer’s
vision expanded and he began approaching local businesses and county
entities in order to garner their assistance in the spirit of a
“good neighbor” effort. As a result of Palmer’s vision and long
standing coordination efforts, the litter was transferred to the
county landfill. For those participants, including volunteer Boy
Scouts, county leaders and employees, and private business owners,
Palmer’s leadership, coordination efforts and sheer enthusiasm to
complete the effort and do something good for the community by
improving public lands spoke volumes.

a Certificate of Appreciation for invaluable contributions to the
stewardship of America’s public
landscapes.
