Membership in the Public lands Foundation (PLF) is open to anyone interested in supporting quality management of the public lands of. the United States. The public lands administered by the BLM of the US Department of the Interior is a vast area of over 264 million acres located in 28 states, primarily western States, including Alaska. These public lands are about 13% of the total land surface of the United States. These lands contain an abundance of renewable and non-renewable natural resources. Their management if very difficult and an understanding public- a public aware of the issues and the facts about the issues is vital to professional management of the lands.

Membership fees are $25.00 per year and includes the award winning quarterly news letter, The Public Lands Monitor, containing information on the current public land issues and an invitation to the Foundation’s annual meeting.

We do not sell our membership list nor the e-mail addresses of visitors to our web page. We do not send unsolicited e-mail. However, if you would like to add your e-mail address to our list to receive update information regarding the public lands, send us an e-mail indicating that is your wish.

PUBLIC LANDS FOUNDATION................. Wants you!

The Public Lands Foundation (PLF operating since 1987, is a non-profit and tax-exempt private organization incorporated in the State of Virginia as an educational and scientific group dedicated to the proper use, protection, and professional management of the federal lands administered by the Bureau of Land Management (BLM) of the US Department of Interior. PLF is a not a government agency or entity nor is it affiliated with or a part of BLM. It is an advocate for the conservation and proper use of these lands-Membership is open to everyone who is concerned about and with an interest in natural resources management. Activities of PLF are managed and coordinated by a twenty-two member Board of Directors with policy guidance from Conservation Advisory Council. All Board members, including a member from each of the twelve western states are elected annually by the membership. PLF activities at the local level are often coordinated by District Representatives in the locale of BLM District offices. All officers and representatives serve as volunteers without compensation.

The objectives of the Foundation, as contained in its Articles of Incorporation and By-laws, are to:

* Keep the public lands public and accessible to the public

* Foster effective management of the public lands and natural resources under BLM management

* Encourage optimum implementation of the Federal Land Policy and Management Act of I976 (FLPMA) Foster professionalism among employees

* Encourage networking and communications between Foundation members

PLF disseminates factual information concerning public land issues, problems, and opportunities to its members and the public through the issuance of position statements, analytical papers, Congressional testimony, written comments to administrative rulemaking and other public input opportunities, and through its quarterly newsletter. The Public Lands Monitor. Many Foundation members are retired BLM employees located at a grass roots level and are in a unique position to provide the public with the facts. They have had long experience with the management of the public lands and represent a wealth of expertise needed for their management. To recognize outstanding performance by professional BLM employees, the Foundation annually grants its Outstanding Public Lands Professional Awards to two employees for their performance during the year. Volunteer members take an active part in development of local public land use plans, make presentations in various public forums, including legislative, professional conservation and other groups and gatherings. Each year on a Saturday in September, volunteer members gather at public land sites on National Public Lands Day to work to improve the sites. PLF also conducts and sponsors studies and workshops needed to analyze public land issues and informs the public of the results.

COMBINED FEDERAL CAMPAIGN- CFC #11786

Attention BLM employees and PLF members. The Public Lands Foundation is again a part of the 2008 Combined Federal Campaign. Again this year we have adopted an assumed name, called a “doing business as (d.b.a)” name of “Conservation and Protection of Public Land. However this year we have a new CFC number.  It is 11786.  So look for us under this name at our new CFC number.  We have adopted this new name just for CFC efforts in that our formal name of Public Lands Foundation does not describe to an uninformed person what it is that PLF does.  We believe this d.b.a. will help do that.  We are still affiliated with the Conservation and Preservation Charities of America, a group of 30 national organizations, all dedicated to conserving and preserving the natural resource of our country.  We ask current BLM employees to look for PLF in the CFC Catalogue, CFC # 1176, when the 2008 campaign begins this fall.  The working children and grand children of PLF members can also find us listed in both the United Fund and CFC.

The PLF is a member of the Natural Resources Council of America and the Natural Resource Summit of America.

PLF publishes a quarterly newsletter called "The Public Lands Monitor". It provides information about foundation activities and updates on current public land issues. PLF also maintains a website www.publicland.org. Perhaps more inportant for new members is a publication "Register of BLM Retirees" containing more than 3000 names and addresses of BLM retirees, that new members will receive. A new group has just been formed also for the purpose of keeping old friends and associates in touch with one another.

MISSION: Founded in 1987, the Public Lands Foundation works to protect America's public land system under the administration of the US Bureau of Land Management and to develop a nationwide network of concerned citizens through public education, scientific analysis and advocay. Our goal is to ensure that future generations will enjoy the ethic's and economic benefits that public forest, rivers, deserts and mountains provide.

In case you are wondering: The Public Lands Foundation is the only national membership organization dedicated solely to protecting and perpetuating the national public lands system under the administration of the Bureau of Land Management of the Department of the Interior. THE NEW TAX LAW OF 2006

The tax legislation enacted in 2006 includes some important changes.  For 2006 and 2007, IRA owners 701/2 or older can direct the IRA custodian to make a distribution directly to a charity such as the Public Lands Foundation. The distribution (up to $100,000 each year) is not considered income and is therefore federally tax-free and can be used to satisfy part or all of the Required Minimum Distribution (RMD).  The Federal Identification Number for the PLF is 54-1437054.  PLF is a non-profit, 501(c)(3) charitable organization.  Please let us know if you will be plan to direct your RMD to PLF for the 2006 and/or the 2007 tax year or if you have questions on how to direct your RMD to PLF.

CHALLENGE/CONTRIBUTION POLICY

The Public Lands Foundation may accept donations of real and/or personal property subject to limitations set forth by State and Federal law. We are a non-profit 501 © ( 3) organization. Now-what if you could make a charitable gift and give the tax man a double whammy? Well you can! Here's how: You may be among those visionary people who bought stocks years ago or more recently and you have watch them grow in value over the years. You knew a good buy when you saw it. In any event you wisely held onto them and their value is a lot more now than when you bought them. Unfortunately, there are two drawbacks; Typically stock pay low dividends so your cash flow is limited and if you sell them, you have to pay capital gains tax on their appreciated value (the difference between what you paid for them and what they're now worth). CONSIDER THIS: In making a gift to the PLF, do it with appreciated stocks rather than cash. Now you can deduct the value of the gifted stock from your income tax , but you avoid the capital gains tax! Recently PLF member, Frank B. Bruins of Citrus Heights, CA did just that. Frank gave PLF 200 shares of Cisco Systems stock valued at more than $20,000. It was easy. Frank simply instructed his broker to transfer the stock certificate directly to PLF and now he wants to challenge other PLF members who have had success in the stock market and are facing similar capital gains to gift appreciated stock to PLF. Frank challenges others to match or beat his gift. Franks' gift as well as other such gifts will be placed in PLF's special Donor Account. His gift also made him a Life Time PLF Member. Of interest here is Frank's note back to us ."I understand Cisco Systems is about to split again, so that will leave me with as many shares as I had before the gift, and you will have some." If you would like to accept Frank's challenge but have questions, please call us at 703-790-1988.

HELP PLF WHILE YOU REDUCE YOUR TAX BURDEN

As you consider your year-end tax planning, we hope you will consider making good use of the charitable income tax deduction by remembering the Public Lands Foundation with a gift. There is no easier way to help PLF continue its work- and no easier way to garner a charitable deduction for 1999- than by writing us a check. If you itemize your out-right gift of cash is fully deductible for federal income tax purposes up to 50% of your adjusted gross income. Giving long-term appreciated stock offers two fold tax savings. First you avoid paying any capital gains tax on the increase in the value of your stock. And, you receive a tax deduction for the full fair market value of the stock on the date of the gift. Check with your accountant or tax advisor on which type of gift would be the most advantageous for your particular situation.
